Jose Mourinho rues 'naive' Bailly's Red Card

Jose Mourinho admitted Manchester United defender Eric Bailly had been naive to allow himself to be baited into the red card against Celta Vigo that rules him out of the Europa League final.

Bailly was sent off along with Celta's Facundo Roncaglia after a bout of pushing and shoving involving players from both teams in the final minutes of the 1-1 semifinal second leg draw at Old Trafford.


The Ivory Coast centre-back will be suspended for the final against Ajax in Stockholm later this month, leaving United manager Mourinho to grumble about Roncaglia's provocation and his player's needless reaction.

"I didn't see the red card incident but Eric Bailly was phenomenal. The game was emotional for everyone. Some kept control better than others,

" Mourinho said. "Facundo Roncaglia is not new in these situations, Bailly was probably naive. We now lose a very important player for the final, and we don't have many."



Holding a 1-0 lead from the first leg, United opted for a cautious approach that saw Celta dominate possession for long periods.

United snatched the lead through Marouane Fellaini's first half header, but Roncaglia equalised and, after Celta almost won it late on, Mourinho conceded his team once again lacked a cutting edge.


"We were the best team in the first leg but we never kill, we never score goals related to the chances we have," he said after the 2-1 aggregate victory😸

Manchester United survived a sizeable scare to reach their first Europa League final after a nervy 1-1 draw with Celta Vigo at Old Trafford on Thursday completed a 2-1 aggregate victory.

Marouane Fellaini's 17th-minute header put United 2-0 up on aggregate, but Celta  Devigo hit back late on through Facundo Roncaglia, who was then sent off along with United's Eric Bailly following a centre-circle shoving contest.



United will play a youthful Ajax team in the final at Stockholm's Friends Arena on May 24, when they can complete their trophy collection and -- perhaps more importantly -- book a place in next season's Champions League.



"We suffered until the end and it was open until the last second," United manager Jose Mourinho told BT Sport.



"After 14 matches we are in the final. If we win the Europa League I am more than happy. It would be amazing."Mourinho will have to do without influential centre-back Bailly, whose suspension leaves Chis Smalling, Phil Jones and Daley Blind as United's only available central defenders.

But a quick-fire double right at the end of the first period from Alexandre Lacazette -- the first from the penalty spot -- gave the French side hope.



Substitute Rachid Ghezzal's heavily deflected header nine minutes from time made it 3-1 on the night and Dutch international Nick Viergever's sending-off gave Lyon extra impetus.



But they could not find an all-important fourth to send the tie into extra-time.



Instead, Ajax will play their first final in this competition since winning the trophy in 1992 and their first European final since losing to Juventus in the Champions League in 1996.

Nnamdi Kanu, IPOB seek justice, says Ekwueme

ENUGU—SECOND republic Vice President, Dr. Alex Ekwueme has noted that the activities of the Indigenous People of Biafra, IPOB, and its leader, Mazi Nnamdi Kanu were aimed at enthroning justice in Nigeria.

Ekwueme also said that IPOB’s agitation is pursuant to equity among all peoples of Nigeria, particularly the Igbo.

The former Vice President made the remarks, yesterday, when the IPOB leader visited him in his Enugu residence.

He said he was happy to receive Kanu in his house and promised to privately offer his advice to him on how to carry on with his agitation for restoration of a Biafra republic.

The IPOB leader, Kanu, told Ekwueme that he was in his house to seek his wise counsel, noting, he had learnt one or two things from the former Vice President that he never read in history text books in his life.

Kanu said he found Ekwueme invaluable in the advancement of Igbo people, particularly as his (Kanu’s) activities were strived to make life better for the masses.


“I am humbled and delighted to be here before you and also to bring you up-to-date on what we have been doing; what motivates me to do what I do and what motivates IPOB today to do what we have been doing.

“It’s to give an expression to the yearnings and aspirations for a better society.

That’s what we are trying to do, because the sum total of all the activities of IPOB is to ensure that there is dignity of life and for us to fulfill that simple mission, we must be very diligent, we must be focused, sincere and we must also be very honest.

PRESIDENT Muhammadu Buhari has called on higher institutions in the country to look inward and diversify the nation’s economy to curtail unemployment in the country.

Bwari – The Joint Admission and Matriculation Board (JAMB) said it had so far registered 1.5 million candidates for the 2017 Unified Tertiary Matriculation Examination (UTME) across the country.JAMB candidates The Registrar of JAMB, Prof. Is-haq Oloyede, disclosed this in an interview with the newsmen on Saturday at side line of activities marking the pre-JAMB mock examinations.


 It will be recalled that the JAMB mock examinations earlier scheduled to hold on Saturday May 8 had been postponed to ensure smooth conduct of the exam. Oloyede said: “So far, it has even been better than our expectation, it was a mock, the intention was to test the technology and it proved to be perfect. “I think from what we are seeing, we are more than ready for the main examination. 




“At least 90 per cent of the examination centres have reported positively, there have been proper downloading and preparation; even after the exam we had uploaded responses of 80 per cent. “We have done it to show that what works elsewhere across the world should work in Nigeria; we believe we can do it efficiently; we will continue to do our best. 



 “We have registered over 1.5million candidates in less than five weeks; we believe that the reality we have put in place is good enough.’’ Oloyede said that 633 centres were used to conduct the mock examination for 153, 000 candidates across the country. 



In separate interviews, some of examination centre coordinators and candidates lauded JAMB for the mock initiative geared towards equipping the candidates to do better in the main exam. Mr Abdul-Aziz Olasoyinka, Technical Research Officer of Digital Bridge Institute, commended JAMB for the mock examination. He said it was apt in terms of preparation for future exams. Olasoyinka said: 



 “Mock is a good experience because it will help the candidates to adequately prepare for the forthcoming examination. “It helps to evaluate how well the candidates have prepared and to improve themselves ahead of time.” Mr Olajide Adisa, Director of Outstations at JAMB, said although there were 230 capacities at the Computer Based Test (CBT) centre, plans were on to upgrade to 250 them before the main exam. 




“Even with that our specification is that at least we should have 10 per cent of same capacity as back-up in case of any breakdown. “We have already put measures in place to test them in the course of the mock examination, they will be ready before the main examination,” 

Adisa said. A candidate, Miss Hadiza Abdullahi, said that the mock examination had improved her level of confidence ahead of the main exam. She described the examination as encouraging, adding that she expects to sit for the main examination well-equipped.




 Abdullahi, however appealed to the board to put measures in place to enable candidates wanting to register for future exam to do so with ease. The mock examination held in three sessions, including the JAMB headquarter and CBT centre in Kogo community.

SERAP Gives Ultimatum For Whistle Blower Recall


The Socio-Economic Rights and Accountability Project has sent an open letter to the Minister of Foreign Affairs, Geoffrey Onyeama, requesting him to use his “leadership position to ensure and facilitate the immediate and unconditional reinstatement of whistle-blower Ntia Thompson sacked through a post on the Directorate of Technical Cooperation in Africa’s notice Board for exposing an alleged $229,000 fraud in the Ministry of Foreign Affairs”. The organization urged Mr Onyeama to “act swiftly to comply with the whistle-blowing policy of the government of President Muhammadu Buhari, and international standards, which guarantee full protection and restitution for any whistle-blower against harassment, intimidation, victimisation or any form of retaliation”.




SERAP said this in a letter dated March 10, 2017 and signed by its Deputy Director, Timothy Adewale. It said: “By sacking Mr Thompson, your ministry would seem to shield information on the alleged fraud that the public has a right to know. Therefore, should you fail and/or neglect to act as requested within seven days after the receipt and/or publication of this letter, SERAP will be compelled to pursue appropriate legal action against your ministry to challenge the unfair treatment and victimisation of Mr Thompson.”


The letter, copied to Akinwumi Adesina, the President of the African Development Bank, reads in part: “We also urge you to act swiftly to identify those involved in the alleged fraud and hand them over to appropriate anti-corruption agencies for further investigation and prosecution, as well as recover any stolen public funds. Impunity for reprisals against Mr Thompson would send a message to all potential whistle-blowers that your ministry lacks the commitment to their protection.



“SERAP is seriously concerned that Mr Thompson’s unfair treatment by the leadership of the Ministry of Foreign Affairs simply for disclosing alleged fraud in the ministry is a fundamental violation of his right to freedom of expression, and breach of President Buhari’s whistle-blowing policy, which seeks to protect individuals who make access to such allegations possible. “SERAP also believes that the allegations of fraud disclosed by Mr Thompson should never be supressed or withheld as a matter of public interest, transparency and respect for the rule of law.


Harassing, intimidating and punishing whistle-blowers creates disincentives for public disclosure of allegations of fraud and corruption and damages an important tool of transparency and accountability. “SERAP believes that protecting whistle-blowers encourages accountability, increases the costs for those who might engage in fraud and corruption, and advances the public’s right to know.


The alleged fraud involving officials of the DTCA should not be kept hidden from public view, especially given the government’s whistle-blowing policy and the fact that Nigerians are entitled to a right to information of all kinds. “Mr Thompson’s public interest and whistle-blowing activity has made him vulnerable to attack, hostility, punishment, and other forms of retaliation. SERAP argues that Mr Thompson, like any other whistle-blowers, is entitled to the right to impart information, and ought to be offered adequate legal protection because Nigerians have the right to receive information such as on the allegations of fraud involving senior officials of your ministry.


“The right to receive information advances several principles that underlie human rights, encourage participation in public affairs, and advance the ability of individuals such as Mr Thompson to seek out information of all kinds. Nigerians should enjoy access not only to information about the policies and practices of the government, but also to information about whistle-blowing.



“SERAP therefore urges you to use your leadership position to promote and ensure within your ministry a culture that values transparency, accountability, and public participation and protection of whistle-blowers by facilitating the immediate and unconditional reinstatement of Mr Thompson back to his position as assistant director with the DTCA.



“SERAP urges you to encourage rather punish the practice of whistle-blowing by establishing within your ministry effective and protective channels for whistle-blowers to motivate remedial action, and effective redress and protection against retaliation. Without protection against retaliation and the possibility of redress, few would disclose allegations of fraud and corruption.


“SERAP notes that article 19 of the International Covenant on Civil and Political Rights guarantees the right to seek, receive and impart information and ideas regardless of frontiers. The African Charter on Human and Peoples’ Rights enshrines the same right in its article 9, which emphasizes that the freedom applies to information and ideas of all kinds. Similarly, the United Nations Convention against Corruption which Nigeria has ratified protects persons who report corruption offences.


“SERAP has been fully briefed by Ntia Thompson and we are in possession of documents including Mr Thompson’s petition to the Economic and Financial Crimes Commission, EFCC on allegations of fraud and corruption involving some top officials of the Directorate of Technical Cooperation in Africa, DTCA. “Mr. Ntia, an assistant director with the DTCA in charge of the SERVICOM Unit, was sacked on 7 February 2017 following his petition to the EFCC that $229,000 and N800, 000 were allegedly diverted by top officials of the DTCA. Although the money was withdrawn from the Nigerian Technical Cooperation Fund, NTCF, there was no evidence it was used for the purpose it was meant.



“The NTCF is a trust fund domiciled with the African Development Bank, AfDB, but jointly managed by the bank and the agency on behalf of the Federal Government. According to our information, officials of the DTCA withdrew the money for the celebration of the 10th anniversary of the NTCF, for which $36,852.00 was allocated. The amount was also meant for the monitoring of various projects executed from the Trust Fund across Africa. N800, 000.00 was allegedly spent for SERVICOM ‘sensitization seminar’ in the Directorate, which the EFCC has asked the officials involved to return.”
